It should move fully forward enabling it to engage with the flywheel teeth & spin the engine over, the motor shouldn't start spinning until the starter pinion is fully engaged with the flywheel teeth

The idle jet is only in use when the engine is idling, as soon as the throttle is opened more than a couple of degrees the main jets become active so changing the idle jet will have no effect on performance. You can use a Colortune to check the idle mixture is correct. This is a link to Des Hamill's book on how to power tune Weber & Dell Orto carbs which is worth reading.

Did you retighten the nuts with the car at it's normal ride height, i.e. not with the wishbones fully lowered?
