Wastegate control valve

I have a 1997 V8 Turbo. The turbo boost gauge reads 0.

I noticed that the gauge needle falls to the left when the engine is off and comes up to the "0" line when the engine operates.

I thought the pressure sending unit (cylindrical part near the ECU) was the issue. I replaced it and there is no change.

I wonder if the wastegate solenoid valve would be the cause? 

From what I read here, if the solenoid fails, the turbo gets full boost. Therefore the gauge should read some level of pressure?

Where else should I look to troubleshoot?

Have you noticed any difference in how it drives? Does it cut out at high throttle and RPM?

What's the scale on these gauges? I would normally expect 0 to be atmospheric and for it to read below this at idle/cruise. A shut wastegate won't cause it to build boost any faster but it will cause it to overboost at full chat, at which point the ECU will go into protection mode and cut power.

How is the performance of the car?  Does it feel completely flat or electric ?   If you have no boost control, the car will spin off down the road like a greased weasel..... if you have no boost, then the engine will feel really quite flat by comparison.

If there has been no notable change in performance, then I would be checking your gauge connection.  If it is reading 0 at idle, then I doubt that it is connected or receiving any real pressure from the manifold.

I also have a 1997 that is experiencing low boost conditions. We have determined that the cars makes good boost if the control is disconnected. That seems to indicate something wrong in the boost control system. I only ever get .25 - .35 bar regardless of temp, gear etc. The car just does not give you any 'WOW' feeling when driving. Just kind of blah and I know it should be better than this.

I am going to start by replacing the wastegate solenoid if I can find one as there isn't many parts to the boost control system. The part number that I have is no longer available (from cross reference sheet) and I'm not totally sure if it has the correct one installed any way. Have you been able to find a replacement solenoid? I can find some online but don't look exactly like what I got, but like I said maybe I don't have the correct one to begin with.

In order to solve this problem, it would help if somebody knowledgeable could explain how the boost gauge works... Does it read boost pressure from the ECU, or is it analog directly from the intake manifold ? Thanks for the explanation!

The part is the same as from a 1988-1990 Pontiac Sunbird 2.0L turbo Delco 214-474. Map sensor would also be the same. As most engine electronics.
