Essentially banning any 'tampering' with the car that could affect power/emissions etc.

Sounds like a slippery slope to me.

I didn't notice anything about 2 seat vehicles only, but this is the section regarding tampering:

Specifically, we would look to create:

• a specific offence for supplying, installing and/or advertising, a ‘tampering product’ for a vehicle or NRMM – this would apply where a principal effect of the product is to bypass, defeat, reduce the effectiveness of or render inoperative a system, part or component (the product may be a physical part or component, hardware and/or software)
• a specific offence for removing, reducing the effectiveness of, or rendering inoperative a system, part or component for a vehicle/NRMM and advertising such services
• a specific offence for allowing for use or providing a vehicle or NRMM that has had the operations described in the previous 2 points performed on it
• a new power to require economic operators to provide information, where a service/product they have supplied amounts to or enables ‘tampering’ with a vehicle or NRMM – this would apply in any of the above senses and include requirements to provide relevant information on the quantities of products sold or modified

 non-road mobile machinery (NRMM)

So if you wanted to convert an ICE car in to electric that would be illegal under the new proposal.

Also note the "and include requirements to provide relevant information on the quantities of products sold", i.e. they want the personal details of who bought the offending equipment or part.

Perhaps they are scared of the modding scene of future electric cars but more likely worried about the possibility of anybody defeating any tracking or metering device that is installed. That would ruin the gov's future taxation plans.

That seems more likely, they will need to have road ricing and also may be for self driving parameters / speeds etc.

New builds in some areas are having 3phase as standard now

1ph - for the house, 1ph for solar and 1ph for the car charging. Guess which meter will be taxed at 20% vat and also no doubt have an additional levy on top.
