timing and tuning 1986 HCI

I finally got it rebuilt and it is ready to tune.

How do I sync the inlet flaps? I know there is an adjuster in between them next to the throttle cable. This is fuel injected. Where is a good setting to put the idle at? How far open should the flaps be?

I did not start it yet. What is the best timing for this? Is it set at idle speed? What idle speed should I look for? I heard that the manual might not indicate the best timing for this car. Any suggestions would help.

I believe the manual stated 15 degrees BTC at idle for the federal HCI. I was told that it would run better at 20.

I set the intake flaps up to be synchronized the best I can with a visual and a feeler gauge.
