PA Steering rack, leak and judder?

Hi, I've just removed my engine and can now see and have great access to the steering rack. There was always a leak from the rack when I bought the car and did notice a slight judder when steering. Should I change the entire unit or just refurb the top part where the leak derives from? Thanks :-)
