Rear grill/valance stuck on the car

Should be having a new exhaust fitted today, they've been able to get the rear undertray off but cannot get the rear grill off as the four bolts with the 4mm allen head are stuck.  They've tried soaking them for a few hours but still stuck so will need to be cut out.  As the garage isn't a Lotus specialist they're not sure what they need to replace them, can anyone tell me what I need to buy to reattach the grill once the existing bolts have been cut off?

Just back from garage and I had misunderstood slightly, it's actually these two that are the problem (on both sides).  He's confident he can drill them out but is concerned about what they go in to and doing damage whilst he is drilling them out.  Any advice on the safest way to remove them and what to replace them with?
