Just a thought... but have you tried vice-grips on the cable from the inside of the car? (in other words.... perhaps the handle is not pulling the release cable far enough???)

Hi Pete,

this comes from the Elise corner:

1. Ask someone to pull the lever while you are trying to free the tailgate by wiggling and pushing it...

2. while the handle is pulled, driving on a bumpy road or over a speed bump could flex the body enough to free the tailgate...

...as discussed before, smashing the rear light may give you access to the locking mechanism, but I would try to remove the number plate lights first.

The actuator rod is just above the lights and may be reached with a long pair of pliers.
